		<description>At least it&#039;s not dressed as a cell phone tower tree. You look at this and you think, &quot;surveillance.&quot; It looks like what it is. It&#039;s not disguised or camouflaged. While I agree that it doesn&#039;t match the urban fabric, maybe it should not. Maybe its function should be called out in this way and people would respond critically to what it is and does.</description>

This is the visual language of efficient bureaucracy, enforcement, and toughness.  I&#039;m sort of surprised it doesn&#039;t have some anti-pigeon spikes on top. Isn&#039;t the aesthetically appropriate visual language of state-managed surveillance exactly this?</description>
